Use Mini Bids to Drive Business Growth Now

Brenda Crist

With the government shutdown now officially behind us, federal acquisition activity is beginning to show early signs of acceleration, and contractors are already seeing the first wave of new sources sought notices (SSNs) and requests for information (RFIs) hitting the street. This makes now the perfect time to revisit Mini Bids, Lohfeld Consulting’s newest opportunity-focused blog series spotlighting targeted federal procurements under $10M.

While Mega Bids highlight opportunities over $500M, Mighty Bids cover the $10M–$499M range, and Mystic Bids forecast major procurements up to two years out, the Mini Bids blog focuses on smaller, high-value opportunities that often open the door to new agencies, provide critical past performance, and create stepping stones to larger, more complex contracts. As agencies restart paused programs and prepare new requirements for FY26, these procurements are emerging as some of the earliest indicators of where federal spending is headed, offering early and strategic entry points for contractors.

Mini Bids List

  1. Supply Chain Management Enterprise Resource Planning (SCM-ERP) Solution Support for Configuration, Logistics, Maintenance, and Resource Solutions (CLMRS)
Agency: Dept. of Transportation (DOT), Federal Aviation Administration (FAA)
NAICS Code: 541512 – Computer Systems Design Services
    GovWin Opp ID: 255835
    RFP Type: Undetermined
    Competition Type: Undetermined
    Value: $9.9M
    RFP Date: 1/2026
Description: The FAA seeks expert advisory services to apply industry best practices for improving its Supply Chain Management (SCM) through the IFS Enterprise Resource Planning (ERP) system (a commercial product). The effort aims to enhance efficiency, automate manual processes, and optimize both technical and business applications of the IFS ERP. The contractor will provide FAA-specific advice, training, and knowledge continuity while introducing new technologies that comply with FAA security standards. Additionally, the contractor will support the FAA in developing a long-term Supply Chain Strategic Roadmap and improving investment analysis across the full lifecycle—from requirements definition to cost and benefit analysis.
Status: The government released answers to 25 questions it received on November 4, 2025. The Q&A noted that the FAA is not pursuing an ERP replacement and instead seeks a vendor with direct IFS Cloud experience to help assess current processes, enhance existing modules, and provide modernization recommendations (especially in supply chain, analytics, AI, and forecasting). While the FAA is open to AI, analytics, and modern best-practice solutions, vendors must first understand the FAA’s current application environment, meet security requirements, and support the agency in an advisory capacity rather than through direct system access. Before the Q&A release, the government released a draft RFP on October 14, 2025, and answers to questions on October 21, 22, and 23, 2025. Responses to the government’s market survey, which asked potential offerors 18 questions primarily focused on their experience with and updates to the IFS ERP, were due on November 5, 2025.
