Description: OASIS+ is a broad and flexible IDIQ designed to reduce contract duplication, lower acquisition costs, and provide agencies with easier access to highly qualified vendors offering integrated, commercial, and non-commercial services across multiple domains. On July 8, 2025, the GSA’s Office of Professional Services and Human Capital Categories closed the OASIS+ Phase II RFI for the new IDIQ best-in-class (BIC) multi-agency contract program. The RFI was posted on SAM.gov on June 17, 2025. GSA received more than 1,200 responses to the RFI seeking feedback from service providers within the industry to develop evaluation criteria (scoring cards) and refine technical capabilities for five new potential domains: Financial Services, Human Capital, Marketing and Public Relations, Social Services, and Business Administration.

- Last February, Federal contractors were eagerly anticipating the release of the Army’s MAPS (Marketplace for the Acquisition of Professional Services) RFP. Then, on March 26, the Army released a modification indicating the bid was going into a reflective delay. On September 4, 2025, the Army stated that it is awaiting instructions on how to proceed.
- The Chief Information Officer Commodities Store (CIO-CS) is in the process of transferring to the General Services Administration. The incumbent contracts are set to expire on October 30, 2025. We will have to stay tuned for details.
