AMPV STS: Outsmart the Risks, Win the Bid Now

Armored Multi-Purpose Vehicle, System Technical Support (AMPV STS) for the Family of Vehicles (FoVs) opportunity supports a high-stakes mission to future-proof one of the Army’s most vital ground combat systems. With responsibilities ranging from Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) integration to cyber-hardening and global sustainment, this opportunity challenges firms to bring their best technical firepower. The bid originates from the Army’s Assistant Secretary for Acquisition, Logistics and Technology, Program Executive Office Ground Combat Systems (PEO GCS), Program Management Office for AMPV. Table 1 provides an overview of the bid.

AMPV STS Overview
Since Lohfeld Consulting released this blog, the government has released a new Sources Sought on August 18, 2025. The purpose of the Sources Sought is to assess the industry’s capability and readiness to provide STS services for the AMPV FOV and M113 FOV to meet requirements from July 1, 2026, through July 1, 2031. The AMPV is a critical combat platform, and the government is seeking qualified contractors to assist with engineering, logistics, testing, cybersecurity, software, and program management support. The overarching requirements in the Sources Sought include:
- C5ISR Support: Systems analysis, software/hardware integration, cybersecurity assessments, and obsolescence management.
- Systems Engineering Support (SES): Design studies, trade-offs, human factors, safety, prototype fabrication, testing, and reviews.
- Systems Integration Laboratory (SIL): Lab-based integration and testing of electronics, LRUs, LRMs, and CIs for interoperability.
- Integrated Product Support (IPS): Logistics products, parts provisioning, technical publications, fielding, and training.
- Contractor Test Support (CTS): Supporting U.S. Government tests with manuals, spares, special tools, equipment, and Field Service Reps (FSRs).
Potential Risks Associated with AMPV STS
Table 2: Potential AMPV STS Risks to Consider
Risk | Impact | Mitigation Considerations |
Incomplete technical data package | Increases cost and schedule uncertainty, complicates engineering updates, logistics support, and integration efforts. | Request Government Furnished Information (GFI) commitments or develop methods to reverse engineer gaps. |
Cybersecurity and ITAR Compliance | Failing to meet these standards could disqualify a bidder or expose the firm to legal and operational liabilities. | Partner with or subcontract to firms with active facility clearances and existing cybersecurity accreditations and processes. |
Broad Scope and Technical Complexity | Spreads technical resources thin and increases the risk of performance gaps, especially without a strong, integrated team. | Form strategic teaming arrangements with specialized partners; clearly define roles and responsibilities early. |
Engineering without government-furnished or legacy documentation | Explicit call for obsolescence management and resolution. AMPV and M113 are mature platforms with aging electronics and components. | Emphasize your team’s experience with obsolescence management and legacy system reverse engineering. |
Questions to Ask About AMPV STS
Here are 10 questions an offeror might research or consider asking the Army about the bid, based on information supplied in the Sources Sought document.
- Will the government provide any portion of a TDP, and if so, what is the expected level of completeness or redaction? This question clarifies the level of technical autonomy and risk bidders must assume.
- Are there legacy technical baselines, models, or engineering assets available for the AMPV FoVs? This question helps determine whether to reuse or reengineer the workload.
- What is the minimum required facility clearance level for prime and subcontractors? This question ensures teaming arrangements comply with security requirements.
- Will the contractor be expected to maintain classified facilities and networks or will classified work be limited to Government sites? This question clarifies security responsibilities.
- What is the expected CMMC (Cybersecurity Maturity Model Certification) level for offerors? This question clarifies certification requirements.
- What is the expected level of Government Furnished Material (GFM), and how will it be provisioned to contractors? This question clarifies logistics and sustainment roles.
