NOVEMBER 2024 UPDATE: The Alliant 3 competition just got more intense! With Amendment #3 released on November 8, 2024, the General Services Administration (GSA) has introduced several changes:

  • The Government Project Manager or other cognizant individuals can sign the J.P-3 form for emerging technologies (ETs); previously, only the Contracting Officer or Contracting Officer’s Representative could sign the form.
  • Section K is no longer filled out in Symphony; it is now submitted as a PDF file. Note that there are numerous changes in Section K of the RFP, so be sure to use the latest one.
  • Either tagging or a cover page is required to identify artifact proof points, but not both.
  • Files should never be combined; submit each individually, except when using a group of task orders as a project.
  • For other transaction authorities (OTAs), only the J.P-3 is required (no J.P-4), and the Government should sign (not the OTA consortium).
  • The facility clearance letter (FCL) letter must be current, signed, and dated prior to the due date.
  • 1,500 points for foreign locations now only applies to contracts where the primary place of performance was a foreign location.

Contracts will still be awarded to only 76 companies (with a few more if scores are tied), so it is more important than ever to verify that your proposal is 100% compliant and achieves the highest score possible.
