Step 2: Pre-negotiation Package
Organizations whose White Papers are accepted may be invited to submit a detailed Pre-negotiation Package, including comprehensive technical and cost proposals, as well as other required documentation. This invitation-only step ensures only the highest-potential ideas advance.

Only eligible, responsive applicants will move forward, and feedback from the review process may be provided to support resubmission when relevant.
