2024 Mega Bids

Have you completed your pipeline for 2024 yet? If not, here are 30 bids you might consider. We labeled them mega bids because they’re among the most lucrative bids of 2024, with each valued at $250M or more. Table 1 presents the bid acronym, title, award type, North American Industry Classification System (NAICS) code, agency, competition type, estimated RFP release date, and estimated value for each procurement.

Winning one or more of these bids can propel the sustained growth of your company for years. Highlights of selected bids from Table 1 follow.

Mega Government-Wide Acquisition Contracts (GWACs) Bids

Government spending on GWACs has doubled since 2017, accounting for more than $35B in spending annually. Likewise, the number of prime contractors bidding on these contracts shrank by approximately 20%. Table 1 lists two GWACs critical to growing your company’s business: Solutions for Enterprise Procurement (SEWP) VI and Alliant 3.

  • #1 SEWP VI: SEWP VI enables offerors to sell a wide array of products and services to government customers. This procurement is notable because of its greater emphasis on services, which opens the opportunity to an increasing number of bidders. The SEWP Program clearly states it will award a contract to any offeror who can submit a proposal that meets its evaluation requirements. In addition, the SEWP Program Office indicated it is lowering the threshold for past performance requirements and offering a fee considerably lower than most GWACs to make it more attractive to potential customers.
  • #2 Alliant 3: Customers use Alliant 3 to contract information technology (IT) services worldwide. Since 2016, Alliant II has awarded 488 task orders valued at over $17B. The value of its task orders increases yearly, making it one of the government’s largest GWACs. Alliant II contractors are among the government’s largest system integrators. General Services Administration (GSA) will likely release another Alliant 3 request for proposal (RFP) draft by the end of 2023 or early 2024.

Agency-Specific IDIQs and BPAs Bids

Most bids in Table 1 (numbers 3, 4, 6, 8, 14-16, 18, 21, 23, 24, 28, and 30) are agency-specific Indefinite Quality Indefinite Delivery (IDIQ) contracts with multiple winners. Three examples include:

  • #3 Seaport Next Generation On-Ramp: The government awarded the original Seaport Next Generation contract on June 1, 2018. The period of performance was 10 years, giving On-Ramp awardees a 5-year run until the next competition. The contract enables government customers to acquire a wide range of engineering and program management support services.
  • #5 CBOSS 2.0: The U.S. Department of Energy (DOE) Chief Information Officer Business Operation Support Services 2.0 (Are you ready of the DOE CBOSS 2.0 RFI and Bid?) contract vehicle provides the DOE Office of the Chief Information Officer (OCIO) with IT services. While the OCIO is the primary user of the CBOSS 2.0 blanket purchase agreement (BPA), the contract provides services to DOE enterprise customers using a cost-recovery model. Refer to the Draft CBOSS 2.0 RFP released in September 2023 for details.
  • #6 DAFSTS II: The Department of the Air Force Strategic Transformation Support II (DAFSTS II) contract provides management and professional services, studies, research, analyses, and evaluation expertise to the Office of the Secretary of the U.S. Air Force. The Air Force presented its draft acquisition strategy at its November 16, 2023 industry day and noted that awards “will be made to any and all Technically Acceptable offerors,” in addition to an extensive clarification of evaluation criteria.

Small Business Bids

The government has observed a slight decline in small business participation in government contracts. GSA has taken steps to track small business participation in the Supplier Based Dashboard, while other agencies are promoting small business participation to meet agency goals. As indicated in Table 1, four mega bids are targeted exclusively for small businesses (8, 20, 24, and 26). In addition, 11 bids have an undetermined competition type, some of which may go to small businesses. A summary of three small business bids follows.

  • #8 SCSS: The Special Operations Forces (SOF) Core Services Support (SCSS) contract supports the enterprise requirements for U.S.-based and globally assigned SOF missions. The scope of the services spans education and training, management, engineering and technical services, and administrative services. This RFP will be released in late 2024 or early 2025, so there’s plenty of time left for capture.
  • #20 ODOS IV: The Outcome-Based Delivery and DevOps Services IV (ODOS IV) contract aims to provide Agile development support to the U.S. Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS). This RFP will likely appear in December 2024, leaving plenty of time for capture. In addition, the small business status of the incumbent contracts may be an issue based on their success.
  • #24 EFS: This Enterprise Financial Services (EFS) contract will provide the U.S. Department of Transportation (DOT), Federal Aviation Administration (FAA) support in work areas, including policies and processes, internal controls, project and program management, operations, systems, training, strategic planning, and risk management. Refer to the 2017 RFP for guidance on formulating your pre-RFP response.
