Opportunity Alert: GSA CAMEO Recompete

Get ready for the General Services Administration (GSA) CIO Application Maintenance, Enhancements, and Operations (CAMEO) Re-Compete effort. GSA held an Industry Day August 7 to introduce the procurement, which as they reiterated, is early in the process and industry feedback is welcome. The program is generating a lot of attention with more than 230 companies attending Industry Day.

Current Task Orders

The CAMEO work is currently performed under two FEDSIM task orders awarded in 2014 to Lockheed Martin (full and open, $400 million) and Alliant Solution Partners (small business, $92 million). The current CAMEO program supports GSA’s OCIO with updating the Federal Acquisition Service’s (FAS) business systems. Both task orders expire in Q2 of 2019.

The CAMEO program streamlines a highly integrated IT portfolio of approximately 90 business applications through application development and modernization, as well as operations and maintenance (O&M). Business applications include a wide variety of FAS systems and programs including GSA Global Supply, Multiple Award Schedules, Personal Property Management, Travel, Fleet, Purchase Card Services, and Integrated Technology programs.

Outcome-Based Contract Envisioned

GSA’s desired outcomes for the new contract(s) focus on transformation aligned with a defined solutions architecture governed and aligned with the FAS Business Architecture and GSA Enterprise Architecture. The focus is on true digital transformation utilizing cloud-native, open source, and emerging technologies, balancing speed of transformation with lowest program risk.

GSA also seeks efficiencies through increased speed of transformation, leveraging innovative and emerging tools, techniques, and technologies accelerating O&M and Infrastructure savings. Contractors must build on common services that reduce redundancies and risk, driving down costs. GSA plans to issue a performance-based contract that will measure and reward results through quantitative Service Level Agreements (SLAs).

Next Steps

The procurement vehicle(s) and schedule, exact work scope and budget, and technical strategy are undetermined. GSA is seeking industry feedback, and the agency will soon release an RFI, hold one-on-one sessions, and conduct reverse industry days. In the meantime, interested vendors may submit questions or suggest procurement strategies via a Google doc.
