We define “active opportunities” as those where the government has already conducted market research, hosted an industry day, or otherwise engaged with potential offerors. By contrast, Mystic Bids shines a light on forecasted procurements still in development, giving contractors an early look at where the market is heading. In this edition, we highlight 12 major opportunities valued in the billions, ranging from pharmaceutical distribution to cyber defense, next-generation IT infrastructure, and environmental remediation, that agencies are expected to release between 2026 and 2028. This month, we feature 17 Mighty Bids valued at more than $3.2B coming from the Army, Air Force, Navy, Marines, Homeland Security, NASA, and Defense agencies. As we looked at bids, we were surprised by the variety of work and the range of agencies releasing bids from $10M to $99M, so we caution bidders not to overlook this value range.  While most bids are delayed, one bid, USACE’s Construct Vehicle Maintenance Shop at Fort Hood, Texas, has a live sources sought notice (SSN) due on November 7, 2025.

The government shutdown caused mega bids originally scheduled for October or November to push further into 2025 or early 2026. All of the bids featured last month are still pending release, and we added DOS’s Airwing Worldwide Aviation Support Services (WASS), bringing the number of mega bids featured this month to 20.
