Brenda Crist

Brenda Crist serves as a senior capture and proposal manager and develops strategic solutions for clients. She focuses on helping clients work with their staff and partners to create winning, well-written proposal solutions. She offers hands-on experience from leading and conducting systems and network management projects for many civilian and military clients.
Brenda Crist has more than 25 years’ experience providing capture, proposal, and program management support for companies serving the federal market. She supports companies by helping to qualify new business opportunities, conducting research, performing competitive analyses, providing capture support, managing proposals, and writing and reviewing proposals. Her areas of expertise include civilian IT, health, and scientific markets. Brenda is an experienced trainer focusing on business development for project managers, proposal writing and management, and APMP Foundation Level Certification.
Brenda carefully follows the latest procurements, their requirements, and industry best practices. Brenda served as the 2010 President and formerly as 2009 Vice President and Professional Day Chairperson for the Association of Proposal Management Professionals (APMP), National Capital Area (NCA) Chapter. She serves as the 2017 APMP Chesapeake Chapter Vice Chairperson and currently serves as Programs Chair. She has been an active member of APMP-NCA since 2003, serving as Professional Day Chair of Publicity, Speakers Program, and Chairperson for the 2006, 2007, and 2008 events, respectively. Brenda is a frequent presenter at APMP Bid & Proposal Conferences and APMP-NCA Mid-Atlantic Proposal Conferences.
Brenda was inducted as an Association of Proposal Management Professionals (APMP) Fellow in June 2011 and also received the Steven S. Myers Award for 2011 APMP Chapter Chair of the Year. She holds an MPA in Public Administration from American University and is Information Technology Infrastructure Library (ITIL) certified.
Louise has spent over 25 years leading and writing successful proposals and oral presentation scripts for complex, high-value federal contracts in sectors like defense, national security, civilian, health, and public safety. She is recognized for her exceptional talent in interviewing SMEs and technical staff to develop compelling, compliant, and high-scoring content.
In addition to proposal writing, Louise leads oral presentation efforts as a coach—including script-writing, reviews, rehearsals, and recovery—while regularly updating proposal and executive leadership. Her functional experience spans cybersecurity, cloud, finance, data and AI, supply chain, and technology transformation. Louise brings a unique blend of proposal management, on-site federal project management, and journalism expertise to deliver persuasive, polished proposals that win.
Louise holds APMP Foundation-level certification, Information Technology Infrastructure Library (ITIL) Foundation certification, and a BA in journalism from the University of Nevada.
Wendy has over 20 years’ experience winning complex, multimillion-dollar federal contracts for major high-technology companies. As a proposal manager, writer, volume lead, and trainer, Wendy brings proven skills throughout the entire business development (BD) lifecycle, including sales, capture management, proposal management, and program management. She is adept at formulating strategies, identifying strengths and discriminators, integrating capabilities of diverse organizations to create seamless offerings, developing pricing strategies, and managing all technical and logistical aspects of proposal preparation. She expertly presents complex technical proposals, prepares line staff for orals, and directs the proposal review process, including all color reviews.
Wendy has been recognized as the only Certified Professional Proposal Manager (PPM) who is also a National Contract Management Association (NCMA) Certified Professional Contract Manager (CPCM). She is also recognized as a Fellow by both NCMA and APMP. Wendy holds a Master of Science degree and a BA in Chinese (Honors) from Stanford University.
