Your FY27 Proposal Readiness Checklist

Proposal readiness is a decision, not a scramble, and the best time to make it is at the start of fiscal year 2027 (FY27). The new fiscal year will reward GovCon companies that build readiness early and punish those that wait. The stakes are higher this year. The Federal Acquisition Regulation (FAR) Overhaul is reshaping acquisition rules in real time, appropriations remain unsettled, and self-scoring IDIQs continue to penalize companies that skip the preparation work. Use the nine checklist items below to strengthen your capture and proposal readiness before FY27 demands it.
1) Track the Regulatory and Market Environment Shaping FY27
Proposal readiness starts with understanding the environment you’re bidding into. Your executives and capture leaders should build regulatory tracking into their earliest FY27 planning cycles.
- Monitor the FAR Overhaul timeline and assess how each finalized FAR part changes solicitation language, evaluation criteria, and compliance requirements.
- Track continuing resolutions and appropriations activity closely, since funding gaps directly affect which solicitations are released and when.
- Watch for bridge contracts and sole-source extensions as signals that a recompete is coming and readiness work should begin.
- Build a shutdown-proofing plan for the pipeline so a lapse in appropriations doesn’t stall capture activity on priority opportunities.
- Assign a named owner to regulatory and market monitoring so changes reach your capture and proposal teams quickly.
2) Build Your FY27 Pipeline and Intelligence Base
Proposal readiness depends on your pipeline. Companies that align their pipeline to future opportunities 12 to 36 months out arrive at the solicitation release already qualified to compete.
- Identify target IDIQs, recompetes, and new work for FY27 by mapping their NAICS codes, size standards, and scoring criteria to your capabilities.
- Mine free GovCon intelligence sources, including SAM.gov, USASpending.gov, and agency forecasts, to build an early and accurate opportunity baseline.
- Use ethical, open-source methods to gather insights that sharpen how you engage customers and stakeholders.
- Prioritize business development pursuits that build scorable past performance history in the NAICS codes and contract types the target vehicles will require.
- Develop price-to-win analysis early enough in the pipeline cycle to shape bid decisions rather than justify them after the fact.
- Feed the intelligence into your win strategies, solutions, business cases, and prices.
3) Strengthen Organizational Maturity
Readiness is fastest and cheapest for organizations with mature, repeatable processes already in place. Companies still building infrastructure bid by bid will spend FY27 reacting instead of competing.
- Assess the maturity and capability of your capture and proposal resources and identify gaps.
- Build a training plan to mitigate your team’s training gaps. For example, Lohfeld Consulting offers public and private classes.
- Acquire staff to fill capacity gaps. A master staffing agreement with a firm such as Lohfeld Consulting can also supply proposal support quickly when internal staff capacity runs short.
4) Strengthen Process Maturity
Process maturity turns individual skills into repeatable organizational capabilities. A documented, standard process protects quality even when key staff are unavailable or new team members join a pursuit.
- Implement a flexible process for managing the entire business development, capture, and proposal lifecycle, following industry best practices. The process should be standard, repeatable, and scalable to bids of any size and complexity.
- Structure the process around key milestones, including bid identification, pursuit approval, competitive intelligence and capture reviews, solution and business reviews, RFP kickoff, status meetings, and final approval and submission. The Association of Proposal Management Professionals (APMP) details each milestone in its APMP Body of Knowledge.
- Implement quality standards and controls to verify that your work achieves company objectives. Companies may want to collect quantitative metrics on quality, timeliness, costs, level of effort, risk, or number of iterations required. Refer to Lohfeld Consulting’s 7 Quality Measures for a description of a quality standard.
- Conduct a lessons-learned review after every major milestone and feed improvements back into your processes.
- Evaluate current AI policies and identify where the organization sits on the AI Maturity Model curve.
5) Equip Your Team with the Right Tools
Technology readiness means having a team trained to use your tools well and equipped to troubleshoot the challenges those tools create. Companies that skip formal training on their own tools lose the readiness advantage those tools were meant to provide.
- Implement tools that automate business development, capture, and proposal lifecycle tasks, covering customer relationship management, knowledge management, document sharing, scheduling, budgeting, graphics, file management, presentation delivery, security, risk, and AI.
- Build in primary and backup systems so no single point of failure exists.
- Confirm every tool complies with company security and privacy guardrails before staff members rely on them.
6) Prepare Your People for the FY27 Bid Cycle
People readiness determines whether a strong process and a mature pipeline convert into a submitted, competitive proposal. Early staffing decisions prevent the scramble that derails quality later in the cycle.
- Pre-interview subject matter experts before their calendars are filled, and document their insights in a format writers can access directly.
- Confirm key personnel resumes are current, accurately reflect qualifications, and are ready to tailor quickly to a specific solicitation.
- Assess where teaming partners can close gaps in staffing, past performance, or certifications, and confirm how partner contributions will be weighted.
- Clarify partner roles and expectations early. A Lohfeld LinkedIn poll found 40% of respondents classified a teaming partner as a “frenemy” on their last bid—a signal that unclear roles and misaligned incentives surface often enough to plan for.
- Monitor proposal team workload across the fiscal year, since unmanaged proposal stress degrades review quality even on well-resourced pursuits.
- Certify at least one capture lead per business unit so capture discipline doesn’t depend on a single person’s availability.
7) Assemble Compliance and Documentation Proof Points
Increasingly rigorous evaluations demand that every claim be traceable to a document. Waiting until a solicitation drops to assemble this proof invites disqualification.
- Audit certifications, including ISO 9001, ISO 27001, CMMC, and CMMI, and confirm each is current, correctly scoped, and held at the right organizational level.
- Maintain a centralized certification folder that’s updated the moment any certificate is renewed or awarded.
- Keep a living, annotated past performance library with current contract values, performance periods, customer points of contact, and statements of work.
- Keep an updated resume library highlighting your staff members’ qualifications.
- Verify that every executed contract, modification, option-year letter, and teaming agreement has current, complete signatures.
- Track CPARS ratings as a business development function, with clear ownership and prompt review of every draft rating.
- Confirm that quantitative performance statistics, such as on-time delivery rates and retention figures, are accurate and traceable to source data.
8) Sharpen Your Value Proposition and Risk Mitigation Story
Documentation and process readiness only matter if the resulting proposal wins the contract. Here’s how to make your value proposition hold up under evaluation:
- Sharpen the value proposition you offer customers and the win strategies that explain how and why you offer the best alternative.
- Build a comprehensive risk mitigation strategy for every major risk you present to the customer.
- Prioritize specificity over polish, since vague proposal content gives evaluators grounds to assign weaknesses or risks to your submission.
9) Lock Down Your Schedule and Submission Readiness
The final readiness category closes the gap between a strong proposal and a proposal that never makes it through the portal.
- Develop an integrated schedule for business development, capture, and proposal activities, including milestones and critical paths.
- Resource-load the schedule to confirm adequate staff is available at each milestone.
- Build sufficient float into the schedule to absorb delays without threatening the deadline.
- Coordinate across departments to surface dependencies and risks before they cause delays.
- Access every submission portal early and complete a dry run of the upload process to surface technical issues while time remains to fix them.
- Before each submission, confirm readiness with the relevant company stakeholders, including contract managers, legal advisors, and financial managers.
The Bottom Line
