What Will Hit SAM.gov at the Start of FY27

Brenda Crist
Blue radar screen with concentric circles, grid lines, and a bright sweeping beam from center to edge, suggesting scanning.

The bids appearing on SAM.gov over the next few months are already coming into focus: 100+ solicitations valued above $500M, worth a combined $189B, are expected to post in Q1 FY27, between October 1 and December 31, 2026. That is a dense opening quarter, and unlike the later FY27 pipeline, most of it is already in pre-RFP status rather than sitting further out on the forecast. We’re breaking down what’s coming, profiling the recompetes and multiple award vehicles that are worth watching first, and giving you a checklist and a standing offer to help to get started today.

Overview of Q1 FY27 Bids

Most of the bids in the pipeline for the first quarter of FY27 are defending existing ground: 74 opportunities, or 69%, worth $119B, show a named incumbent, while 33 solicitations, worth $70B, appear to be new requirements—a notably higher share of new work than the FY27 pipeline covering the rest of the fiscal year. Army leads by dollar value with $30B across 23 opportunities, followed by Department of State ($29B across 7 opportunities, driven by two large aviation and diplomatic platform recompetes) and Homeland Security ($19B across 5 opportunities, anchored by TSA’s Gold+ initiative). EPA’s single largest opportunity, the $18.5B Superfund Remedial Acquisition Framework, is worth watching on its own given its size relative to the rest of the EPA’s pipeline.

Professional Services (NAICS 54XXXX) and Construction (NAICS 23XXXX) codes are nearly tied for the largest share of the pipeline, at $45B across 37 opportunities and $43B across 29 opportunities, respectively, with construction code 236220 alone accounting for 21 opportunities worth $37B.

Vehicle types skew heavily toward agency-specific IDIQs—53 of 107—with a mix of task or delivery orders (7), BPAs (3), and a single IDIQ multi-agency contract at Ellsworth Air Force Base. Award structure leans slightly toward single award: 48 opportunities, or 45%, call for one winner; 41, or 38%, are structured for multiple awards worth a combined $129B; and the remainder have not yet specified an award count. Timing is comparatively certain for a near-term quarter: 95 opportunities, or 89%, are already in Pre-RFP status, with only 12 still at the Forecast Pre-RFP stage.

Ten Bids to Put on Your Recompete Radar in Q1 of FY27

Ten of the highest value recompetes expected to hit SAM.gov this quarter are profiled below. Each one currently has a named incumbent, creating a displacement opportunity for a challenger or a defense play for the incumbent. While compiling this list of 10 bids to keep on your radar, we only included those showing confirmed government activity in the past nine months, such as a draft RFP, sources sought, industry day, special notice, amendment, protest ruling, bridge award, or a formally published agency forecast.

  10. NIH Professional Scientific and Technical Support Services (PSTSS) ($3B)
This scientific and technical support vehicle hit a snag in August 2026 when a sustained bid protest forced the agency to cancel its solicitation and re-evaluate whether to set the requirement aside for small business. A new timeline has not been announced, so this one is worth monitoring closely to see how the acquisition strategy shifts.
    Agency:
Health and Human Services (HHS), National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID)
NAICS Code: 541990 – All Other Professional, Scientific and Technical Services

Several of these—DLITE III, FRR VII, and PSTSS in particular—already have public procurement activity, a draft RFP, a quarterly progress report, or a bid protest, so they are worth prioritizing over opportunities where the agency has gone quiet.

What Capture Managers Should Be Doing Now

With most of this quarter’s pipeline already active and several solicitations landing within weeks, this quarter leaves no room for the long-lead capture planning that the rest of FY27 allows. Triage is the immediate task: fast, disciplined bid and no-bid decisions on the opportunities that matter most, before your team spends limited time and money chasing pursuits it cannot realistically win.

You don’t have to make these calls alone. Lohfeld Consulting Group’s capture managers can run rapid bid and no-bid assessments, competitive intelligence sprints, and Strength-Based Winning® gap analyses alongside your team—exactly the kind of compressed-timeline work this quarter demands. If you are short on proposal manpower or need an outside read on your win probability before you commit resources, reach out.

  • Assess whether you have enough time to collect the intelligence you need to bid intelligently, such as incumbent performance, agency priorities, and evaluation criteria signals, and identify where teaming partners or paid research can close any remaining gaps.
  • Identify solution gaps quickly and decide who you need to team with to fill them and mitigate risk, since the strongest partners on short-timeline pursuits get locked up fast by other bidders.
  • Make fast bid or no-bid calls based on your potential solution, your demonstrated strengths and expertise, and your organization’s real ability to execute a contract of this size—not just your interest in winning it.
  • Take an honest inventory of your proposal resources. If you don’t have the writers, reviewers, or subject matter experts to mount a competitive proposal on this timeline, decide early whether to bring in outside support, such as Lohfeld Consulting, rather than finding out mid-proposal that you need to supplement your workforce.
  • Apply a Strength-Based Winning® assessment to each opportunity: do you have enough genuine strengths, and few enough weaknesses, to realistically compete, or is a better-positioned competitor already holding the advantage?
  • Confirm your pricing and business proposal capability. A technically strong solution can still be lost if you can’t develop a competitive price or a compliant business volume in the time remaining.
  • Check your compliance and eligibility posture now: security clearances, bonding and financial capacity for construction work, and socioeconomic certifications for set-asides. Discovering a gap late in the process can eliminate you regardless of technical strength.
  • Time-box every bid decision. Set a firm go/no-go date for each pursuit so your team isn’t still debating a bid three weeks before it’s due.

Summary

Of the 107 opportunities on SAM.gov between October and December 2026, 89% are already in pre-RFP status. Recompetes carry 69%, or $119B, of the total $189B value, but this quarter also holds a meaningfully larger share of genuinely new work, such as TSA’s $12.9B Gold+ initiative.

Don’t wait for the RFP to drop; with most of this quarter’s pipeline already active, the window to prepare is now. If you need additional support for these bids, contact Lohfeld Consulting.
