Past performance is the currency of self-scoring IDIQ competitions, and a single weak rating can cost you the contract before the technical evaluation even begins. Early in my career, I competed on a high-value GSA IDIQ that required 16 past performance summaries and customer references. Fifteen came back with the highest possible confidence rating, but the sixteenth returned with a subpar rating and critical comments from a contracting officer’s representative, which sank the bid entirely.
