How to Shutdown-Proof Your FY27 Pipeline: A Checklist

A government shutdown doesn’t pause your pipeline; it just scrambles it. Some pursuits keep moving, while others stall for months without warning. Last year’s 43-day shutdown, the longest in U.S. history, proved that funding gaps can outlast anyone’s optimistic timeline. We’ve compiled a checklist that capture managers need to consider before, during, and after the next one hits.

What a Shutdown Actually Does to a Pipeline

A shutdown doesn’t stop federal spending evenly: some agencies keep operating on carryover or multiyear funds; some contracting officers are furloughed; and some bids sail through anyway. The capture managers who come out ahead aren’t the ones who wait for clarity. They’re the ones who already know which of their pursuits fall into which category before the lapse begins.

The Capture Manager’s Shutdown Checklist

  • Audit your pipeline against where House FY27 money is actually headed. Defense, Interior, and NASA’s Exploration account are all positioned for real growth in the House’s opening bid. Pursuits tied to those accounts are more likely to keep moving through a lapse than pursuits tied to accounts already facing cuts.
  • Track what Senate Appropriations Committee members are saying about your priority accounts. Committee member statements, markup comments, and amendment language often signal which programs will survive a shutdown intact and which are still contested, well before a bill’s text confirms it.
  • Watch for bids likely to drop right before funding lapses. Agencies sometimes rush to release solicitations ahead of a known funding deadline specifically to lock in obligations before authority disappears. Those windows close fast.
  • Pay close attention to bids under $10M. Smaller-dollar awards typically require fewer levels of approval, which means they can move during a shutdown or in the first days after one ends, while larger, more visible procurements stay frozen.
  • Assess exactly where each pursuit sits in the acquisition cycle. Has market research been completed? Is there a draft RFP already circulating? The more mature a bid is when the lapse begins, the more likely it is to be released quickly once funding resumes. Immature pursuits are the ones most likely to slip for months.
  • Stay connected to customer contacts who remain essential personnel. Many program offices keep a skeleton crew working through a lapse. Those contacts are often your only real-time source on where a pursuit stands while official channels go quiet.
  • Track Congress itself, not just the agencies. A Continuing Resolution extension, a partial deal, or a change in appropriations strategy can shift a procurement’s timeline overnight. Capture teams that only watch SAM.gov miss the signals that explain why a bid did or didn’t move.
  • Use the downtime deliberately. A shutdown is dead time for solicitations—not for capture and proposal work.
