How to Prioritize the 2027 Bid Pipeline Before RFPs Drop

Major recompete and multiple award bids worth over $382B are converging on the federal market in 2027, and every capture manager should have them on their radars now. Our pull of solicitations valued above $500M and expected to hit the street between Q2 and Q4 of FY27 turned up 77 opportunities in that combined total—more capture work than any single BD team can chase without a plan. This article starts with the multiple-award vehicles that demand a teaming strategy, moves into the highest-value recompetes on the calendar, and closes with a checklist and a standing offer to help to get started today.
The Shape of the 2027 Pipeline
Award structure in this pipeline is nearly a coin flip: 34 opportunities, or 44%, are built for multiple awards; 33, or 43%, call for a single award; and 10 have not yet specified an award count. That split matters because it determines whether your team is building one winning solution or assembling a teaming arrangement broad enough to land a seat.
Most of the dollars, though, are defending ground someone else already holds. Fifty-nine opportunities, or 77%, worth almost $362B, show a named incumbent, while only 18, worth almost $21B, appear to be genuinely new requirements. Army, Department of Defense, and GSA control most of the dollars, while Navy and Air Force post the highest opportunity counts with smaller dollar values per bid. Professional Services (NAICS 54XXXX) codes account for the most opportunities by count, while Administrative and Support Services (NAICS 56XXXX) codes carry the most dollars.
Vehicle types skew heavily toward agency-specific IDIQs (33 of the 77), with one GWAC (STARS IV), three BPAs, and six task or delivery orders under existing vehicles like SEAPORT NxG and the GSA Multiple Award Schedule. Four mega-vehicles, Logistics Civil Augmentation Program (LOGCAP) VI, LOGCAP VI Small Business Suite (SBS), Special Operational Equipment (SOE) Tailored Logistics Support (TLS) Program 6, and Streamlined Technology Acquisition Resource for Services (STARS) IV, account for roughly 72% of the entire pipeline (note that LOGCAP VI and its Small Business Suite share the same $82B program ceiling split across separate tracks, so treat the combined total as directional rather than exact). Timing remains fluid, with status split almost evenly between Pre-RFP (42) and Forecast Pre-RFP (35), and projected award dates clustering in 2027 (43) and 2028 (28), though the two largest recompetes, LOGCAP VI and SOE TLS 6, are already sliding to 2029 and 2030.
Ten Multiple Award Vehicles Reshaping Teaming Strategy
Award pools this size don’t reward a single flagship team. Worth nearly $336B combined, 34 of the 77 opportunities in this pipeline call for two or more awards rather than a single winner, which changes your capture and teaming strategy from the start. The 10 profiles below are some of the most agency-diverse examples in the pipeline, spanning full and open, small business, and set-aside competitions across construction, professional services, and IT.
- HHS ONE Professional Services Solution (HOPSS) ($3.6B)

Award pools on this list range from a dozen confirmed slots up to more than 20, and a wide pool typically rewards teams that build broad, inclusive teaming arrangements rather than betting everything on a single prime-sub pairing. Nine of the 10 profiles above already carry a named incumbent group, so treat most of these as recompetes wearing a multiple-award structure rather than clean-sheet business development.
Ten Recompetes Worth a Capture Plan Today
The 10 profiles below carry the highest dollar values of any recompete coming up for solicitation in FY27. Each one shows a named incumbent, which makes each one either a displacement opportunity for a challenger or a defense play for the incumbent holding the work.

KBR, V2X, Fluor, and Amentum currently hold this flagship worldwide contingency logistics vehicle. Government sources point to a pre-solicitation notice landing around September 2026, a January 2027 solicitation, and an award that likely will not land until early 2029.

Where to Focus Between Now and RFP Release
None of this is a solo job. Lohfeld Consulting Group’s capture managers can sit alongside your team on capture planning, capture and competitive intelligence, win strategy development, Strength-Based Winning® solutioning, and capture reviews, giving you a second set of eyes on the bids that matter most this year. Whether you need help scoping a single recompete or building coverage across every opportunity on this list, reach out to see how our team can reinforce your capture bench.
- Flag the teaming decisions that can’t wait. On the mega multiple-award vehicles, the strongest partnerships get locked up well before solicitation release.
- Confirm your socioeconomic eligibility now for every set-aside multiple-award vehicle on your target list, especially ahead of 8(a) and small business recompetes like STARS IV.
- Draft or refresh your compliance matrix template so it’s ready to deploy the moment a PWS or draft RFP is released, particularly for the multiple-award vehicles most likely to self-score.
- Start your capture plan on the mega vehicles today, even with award dates two or three years out. LOGCAP VI and SOE TLS 6 won’t wait for you to catch up once the RFP drops.
- Pull the incumbent roster for every recompete you plan to pursue and start assessing where performance gaps or relationship changes create an opening.
- Apply Strength-Based Winning® principles to your bid and no-bid decisions now, before RFP release, so your team invests capture resources appropriately.
- Build a tracking sheet for every opportunity above $500M in your core NAICS codes, sorted by projected solicitation date, so nothing on this list catches your team by surprise.
- Register for industry days as they’re announced. Military and Family Life Counseling (MFLC)’s Industry Day is already anticipated for mid-November 2026, and more will follow across this list through 2027.
The Long View
Four mega-vehicles, LOGCAP VI, LOGCAP VI SBS, SOE TLS 6, and STARS IV, account for nearly three-quarters of the entire 2027 pipeline value, and all four already show incumbents worth studying closely. Multiple-award vehicles make up 44% of the opportunity count and bring their own strategic considerations around set-aside eligibility and teaming breadth. Across the full pipeline, 77 opportunities worth over $382B will hit the market between Q2 and Q4 of FY27, and most of that value, in dollars and in opportunity count, is defending ground someone else already holds. The window to prepare is now—not when the RFP drops.
