Bid & Proposal Skills to Learn That Matter Most in 2027

In a recent LinkedIn poll of over 220 bid and proposal professionals, Lohfeld asked: “What bid and proposal skill will matter most in 2027?” The results were decisive.
- 49% Directing AI output
- 39% Storytelling & differentiation
- 9% Knowledge management
- 3% FAR compliance and fluency
The spread of responses tells a clear story about where the profession sees its own gaps. Nearly half of respondents pointed to directing AI output as the skill that will matter most in 2027—a signal that experimentation is giving way to accountability for results. Storytelling and differentiation followed at 39%, well ahead of knowledge management and FAR fluency. Together, these numbers describe a profession racing to master AI while still guarding the fundamentals that separate a winning proposal from a compliant one.
Five AI Skills to Master Before 2027
Directing AI output no longer means typing a request and accepting whatever comes back. Bid and proposal professionals are growing more sophisticated in how they use AI, and the skills that mattered a year ago are now table stakes. Five AI skills stand out as the ones every bid and proposal manager should master before 2027 arrives:
- Implement an AI maturity assessment and governance. Know exactly where your AI implementation stands today and chart a deliberate path toward a more mature state. Click here to download Lohfeld Consulting’s free book, From Prompts to Proposals: An AI Maturity Model, for reference.
- Insert human-in-the-loop controls. Build the business case for agentic AI implementation, and then define, implement, and operate automated workflows that keep a human reviewer in control of every decision.
- Use “no-code” AI to create workflows.
–Build persistent AI projects/workspaces that load instructions that everyone can build on, instead of re-explaining the situation each time. Create native connectors and integrations. Link an AI tool directly to SharePoint, Google Drive, or a CRM through built-in connectors, so files flow in and out without manual copy-paste.
–Learn about no-code automation platforms. Tools like Zapier, Make, or Microsoft Power Automate let you set up “when X happens, do Y” logic to build your workflows, so the right output reaches the right person at the right stage of the proposal. - Verify AI outputs for accuracy. Fact-check every AI-generated statistic, claim, or past performance reference against source data before it reaches a reviewer, because fabricated numbers are a fast way to lose evaluator trust.
- Master AI security and compliance literacy. Know which AI tools are approved for use on federal work and why, so that GovCon-specific security and compliance constraints never derail a bid in progress.
Strengthen Storytelling and Differentiation
39% of respondents said storytelling and differentiation are the skills they most need to strengthen. To master this skill, study what constitutes a proposal strength and build a repository of proof points to substantiate them. You can find definitions of strengths in proposal evaluation criteria and some departmental-level federal acquisition regulations. You can also take Lohfeld Consulting’s Strength-Based Winning® class.
In the GAO Protest Docket, you can find examples of how agencies score strengths. Writing strengths that differentiate your bid from your competitor’s bid takes time and practice. As you develop strengths, write them from the customer’s perspective using the customer’s terminology. Frame every discriminator around the outcome the customer receives, making the customer the hero of the story.
Knowledge Management Capabilities Worth Building Now
Only 9% flagged knowledge management as the skill that matters most in 2027, yet this group named capabilities that will matter more as AI tools depend on well-organized content to work successfully. In 2027, bid and proposal professionals must learn to structure their content for AI retrieval: tag and organize past performance, resumes, and approaches to let AI tools surface the right information. Assign clear ownership and a review cadence. Name an owner for every knowledge asset and ensure write-ups get updated or retired as needed.
FAR Compliance and Fluency: The Quiet Confidence
Only 3% named FAR compliance and fluency as the skill that matters most in 2027, and that low number likely reflects confidence rather than neglect. Most experienced bid and proposal professionals already treat FAR fluency as table stakes. The ongoing FAR overhaul is still worth watching closely. Click here for an updated summary of FAR changes.
The Bottom Line
The 2027 skill gap is clear. Bid and proposal professionals want to direct AI with more precision, tell sharper stories, and organize their knowledge so that both humans and AI tools can use it well.
