Bid/No-Bid in the Age of AI: New Questions to Ask

Bid/no-bid decisions no longer only answer to a human evaluator; government acquisition offices are putting AI acquisition tools like AlphaSix’s Quantify to work to conduct due diligence, draft solicitation documents, score proposals, and defend price reasonableness long before a contracting officer picks up the phone. Question #1: Are You Ready for AI-Informed Customer Engagement?

Contracting officers are using AI to conduct market research and due diligence before they ever meet with industry. AI tools can help government teams assemble a detailed picture of the market, requirements, and likely offerors ahead of any customer call. Don’t show up at a customer meeting without doing the same homework—a capture team that arrives prepared earns credibility.

Question #2: Can Your Team Absorb Faster RFI and Sources Sought Turnarounds?

AI tools are helping contracting officers draft requests for information (RFIs) and sources sought notices faster than ever. Government now assumes industry is using AI to accelerate its own workflows, so shorter response windows are becoming the norm. Before you commit to a pursuit, confirm your team can turn around a quality response by the customer’s due date.

Question #3: Does Your Team Meet Every Requirement — Not Just the Important Ones?

Quantify and comparable tools are being used to protest-proof acquisitions, mapping structural vulnerabilities in a solicitation before a losing offeror can raise them with the Government Accountability Office (GAO). One consequence is that contracting officers are scrutinizing offeror compliance more closely, since a well-documented, protest-resistant RFP leaves less room for a disqualified bidder to argue that the evaluation was unfair.

A bid/no-bid decision built for this environment must be honest about full compliance, not just the headline items. Confirm that your team, certifications, clearances, and teaming partners meet every stated condition before you commit. A single gap can eliminate your proposal at the compliance screen.

Question #4: Can You Substantiate Your Target Price as the Best Value?

Price reasonableness is no longer a narrative government evaluators skim. AI tools now analyze proposed labor rates and materials against location, experience level, and technical background to automatically flag anomalies. A rate that cannot be explained in plain, traceable terms draws scrutiny.

As you make your bid/no-bid decision, ask whether your team will be able to defend every rate build-up with a clear rationale tied to the work and the customer’s mission—not just a number that beats the competition. Pricing that shows its logic and connects that logic to the customer’s best interest will hold up against an AI reviewer far better than pricing that simply looks competitive.

Question #5: Is Your Solution Specific Enough for an AI Evaluator to See It?

Vague solutions do not survive AI-assisted scoring. When an evaluation tool extracts your proposal’s claims and maps them against named evaluation factors, a strength that is not explicitly tied to a scoring criterion reads as noise instead of a differentiator. Capture managers can no longer spearhead a pursuit around a general concept and expect proposal writers to sharpen it later. Before you make a bid/no-bid decision, ask whether your solution addresses every customer requirement, offers best value, and holds up under quantifiable or qualitative evidence.

The bid/no-bid gate review has always been about discarding the pursuits your team is unlikely to win. AI acquisition tools raise the cost of getting that decision wrong because the government now has faster, more structured ways to detect an underprepared offeror. Capture managers who add these five questions to their gate review process will make sharper calls and protect scarce bid and proposal (B&P) dollars.
